Marta Salazar holds a law degree from the University of Cartagena and a specialization in human rights from the Complutense University of Madrid. With more than fifteen years of experience, she has worked alongside rural communities and ethnic groups who were victims of the armed conflict to defend their rights within the framework of transitional and restorative justice mechanisms. She has participated in investigative processes and the preparation of reports submitted to the Commission for the Clarification of the Truth (CEV) and the Special Jurisdiction for Peace (JEP), aimed at identifying the dynamics of the armed conflict and patterns of victimization in the territories, their structural causes, characterizing collective and territorial harms, and developing comprehensive reparations and non-repetition measures.

She served as director of the Victims’ Unit in the department of Bolívar and the San Andrés Islands from November 2022 to September 2024. She served as an advisor to the Ministry of the Interior on compliance with the orders of Ruling T-025 of 2004 and its follow-up orders issued by the Constitutional Court, which declared a State of Unconstitutionality (ECI) regarding forced displacement. Her work has focused on supporting rural communities and ethnic groups in promoting and defending their right to remain with dignity in their territories.
